Local Authorities

Local Authorities, such as Norfolk County Council, play a key role in creating prevention plans for Major Incidents. Their main objective, when it comes to working together with the other emergency services, is to make sure that the local communities will be as safe as they can be and that they can continue to deliver their services to the public during a Major Incident. When working with the NRF they ensure that their responders, both in the command structure and on the ground, are prepared for responding to and recovering from the Major Incidents. The East of England Ambulance Service are one of the Category 1 responders who have a statutory duty to help cooperate and work with other emergency services to develop plans for Major Incidents. Their Resilience Team is responsible when dealing with the day to day emergency planning. When working with the NRF, they facilitate the “Emergency Planning Society” whose role is to deliver Major Incident command and control training to the emergency services. They also liaise with the other Category 1 and 2 agencies in relation for planning in case of large or difficult incidents such as major traffic accidents and explosions. Also they bring to the NRF specialist knowledge as tactical advisors to staff in the emergency operations centres. Voluntary Services

St John’s Ambulance service play an important role in the planning for Major Incidents. Due to the fact they can be used as a relief force for the East of England Ambulance Service, St John’s Ambulance service help plan and coordinate the use of emergency vehicles and paramedics who can assist the Category 1 responders on the scene. Their main role during the planning stage is to share information with the other emergency services so that they can use their resources to the best capabilities. They also help plan and coordinate the use of first aiders on the ground to help alleviate some of the pressure and responsibilities of the Category 1 Responders. St John Ambulance Service 2016

In summary, there are many different agencies involved with the NRF during the planning stages for Major Incidents. These services can range from the statutory responders, like the Fire Service and Police, and can include volunteer organisations like St John Ambulance Service. They all cooperate and detail exactly what they would be doing during the Major Incident so that the other responders have a clear and concise idea of the situations and the responsibilities of their fellow responders. It is important that there is a multi-agency response when it comes to planning as it can help lead to effective planning. But more importantly it allows the emergency services all to work and share information together so that they can deal with the Major Incidents in a clear and effective manner.
