In this article, the authors used different analysis approach and purposed the new multilevel framework which helps to bridge the interorganizational tie structure and the specific dynamic model of evolution, which leads to the understanding of the specific scopes and roles that intentional governance plays. This multilevel framework is consist on different levels: first level is related to the adjustment in the role and scope of intentional governance of system structures in both the beginning periods and the later phases of system development. The other level is related to decipher the system of formal ties as looking like the accelerating network model, with the system of informal ties being much the same as the scale free network model of complex systems hypothesis.
