For well over 50 years, quantitative definitions of unfair and fair were implemented in various fields like schooling, recruitment, and machine learning. We trace how the concept of fairness has been established in those fields over the previous half century, exploring the cultural and social context in which distinct definitions of fairness are used. In some cases, earlier definitions of fairness in current machine learning research are similar or identical to definitions of fairness, and foreshadow current formal work. Insights into what fairness means and how to assess it have been mainly ignored in other instances.
We compare past and present concepts of fairness in various aspects, including the criteria of fairness and focus which provides the way towards the further research in unfairness. There was immediate government scrutiny of the evaluation tests used in the government and private industries.
